Why it doesn't exist yet

Two quiet shifts made this possible only now: (1) county agenda packets are mostly scanned-image PDFs behind clunky portal vendors, and cheap reliable multimodal extraction of those packets is only about a year old, so string-search alerts always missed most items; (2) surveillance vendors responded to early keyword watchers by burying renewals as innocuous consent-agenda line items ('software maintenance — $48,200'), which defeats keyword matching and requires semantic extraction that was uneconomical until recently. Nobody built it because pre-2025 demand was a niche; the 2025-26 wave of ALPR contract fights, including this week's coordinated theft of Winona's Flock cameras, is the demand trigger.

Conditions for a hit (all 3 required)

• Monitors meeting agendas for at least 500 US counties and cities across at least three agenda platforms (Legistar, Granicus, CivicPlus) and publicly lists all covered jurisdictions.
• Each flagged surveillance item gets a public brief page naming the vendor, the dollar amount extracted from the packet, and quoted retention/data-sharing clauses with a link to the source PDF page.
• A subscriber can register an email for a specific county and receives an alert at least 48 hours before any meeting whose agenda contains a flagged surveillance item.
